After just five minutes cruising around the Battlefield Mall parking lot, the Handicap Enforcement Action Team volunteers found someone parking illegally in a spot meant for a disabled person. The Springfield Police Department founded the Handicapped Enforcement Action Team -- H.E.A.T. -- in 1990 to assist police officers in the enforcement of parking reserved for the disabled. Members issue summonses for parking violations. They are provided with a police radio and a patrol vehicle. "People driving by and walking by are pretty favorable," H.E.A.T. Coordinator John Howard said. "Often times they'll thank us for the job we do."]]></description>
